A Distortionary Tax Argument
نویسندگان
چکیده
Why Is the Public Sector More Labor-Intensive? A Distortionary Tax Argument Government-run entities are often more labor-intensive than private companies, even with identical production technologies. This need not imply slack in the public sector, but may be a rational response to its wage tax advantage over private firms. A tax-favored treatment of public production precludes production efficiency. It reduces welfare when labor supply is constant. With an elastic labor supply, a wage tax advantage of the public sector may improve welfare if it allows for a higher net wage. This would counteract the distortion of labor supply arising from wage taxation. Full privatization is never optimal if the labor supply elasticity is positive but small. متن کاملOptimal Forest Taxation under Private and Social Amenity Valuation***
This paper analyzes socially optimal forest taxation when the government has a binding tax revenue requirement. In the Faustmann model the optimal design of forest taxation consists of non-distortionary taxes, such as site productivity tax, site value tax or profit tax. A combination of distortionary unit (or yield) tax and timber tax can also be used to collect the tax revenue in a non-distort...
متن کاملStabilizing Competitive Cycles with Distortionary Taxation
We utilize a simple overlapping generations model with a balanced budget rule to study the effect of distortionary taxation on cycles and local stability of equilibria. We show that under proportional taxation there is a critical tax rate above which cycles will vanish, while in the case of linearly progressive taxation there is a critical level of exemption below which cycles will vanish as we...
متن کاملA Note on the Optimal Supply of Public Goods and the Distortionary Cost of Taxation
In a recent article, I demonstrated that, under standard simplifying assumptions, it is possible to finance a public good in a manner such that a Pareto improvement results whenever the simple cost-benefit test is satisfied -that is, without any adjustment for the “marginal cost of funds.” In particular, the method of finance involves adjusting the income tax so that the combined incidence of t...
متن کاملHow to Internalize Pollution Externalities Through 'Excess Burdening' Taxes
Taxes are usually called distortionary if they are not lump-sum (Ballard and Fullerton 1992). It is well known that if distortionary taxes are introduced in a formerly Pareto efficient perfectly competitive economy they induce an excess burden on the economy. But suppose, the economy is subject to pollution that renders the competitive allocation inefficient in the absence of any taxes. Then it...
